The sequel takes off from where the previous film ended; with Shoaib Khan (Akshay Kumar) violently crowning himself the reigning don after assassinating his mentor, Sultan Mirza (Ajay Devgn).
By instilling fear, respect and reverence in the Indian underworld, he establishes his supremacy throughout. Not only that, suave and charismatic he expands his underworld empire as far as the Middle East.
Trusting very few, his only companions are Javed, who oversees his illegal and shady deals for him; his long-time lover, Mumtaz (Sonali Bendre); and Aslam (Imran Khan), a youth spotted by Shoaib during one of his visits to the slums, where he spent the early years of his life.
The only thorns on Shoaib's path, two enemies who still dare to question his supremacy in Mumbai are, Vardha and Arun. Sreenu, a police officer, join hands with them fully intending to destroy Shoaib's operation completely.
Although the city still remains his first love, a rising starlet, Jasmine catches Shoaib's fancy. In time, this passion takes the shape of obsession and leads to a rift between Shoaib and Aslam as they both vie for Jasmine's love. Will Shoaib manage defeat his enemies and establish dominion? Who will gain Jasmine's love and loyalty?
